This study is a comprehensive endeavor, aiming to analyze and propose the current status and efficient functional changes and location strategies of cultural facilities in response to South Korea's population decline and regional extinction crisis. It employs a range of research methods, including literature and case analysis, Geographic Information System(GIS) analysis, Delphi survey, and Focus Group Interview(FGI), to develop new locational indicators for cultural facilities and an expected utility evaluation model that actively responds to the population crisis. In conclusion, this research offers promising ways to reconfigure the location and function of cultural facilities in the context of South Korea's population crisis. By doing so, it can bridge cultural disparities between regions and enhance the cultural inclusiveness of communities. The findings carry significant policy implications at both national and local levels and can serve as crucial foundational data for future cultural facility policy formulation. This research is designed to bolster cultural facilities, not just as venues for cultural activities, but as indispensable social
resources in the face of population crises.
